EFEKTIVITAS PENGAWASAN BADAN PENGAWAS PEMILIHAN UMUM (BAWASLU )KABUPATEN ENDE DALAM MENCEGAH PELANGGARAN PILKADA 2024

Abstract

The Election Supervisory Body (Bawaslu) is one of the institutions responsible for overseeing the implementation of the General Election (Pemilu), including the Regional Head Election (Pilkada). Based on Law Number 10 of 2016 concerning the Election of Governors, Regents, and Mayors, as amended by Law Number 6 of 2020, Bawaslu has the authority to oversee all stages of the election at every level to ensure that the election runs in accordance with the applicable laws and regulations. Therefore, Bawaslu of Ende Regency plays an important role in monitoring the implementation of the regional head election in Ende Regency. In the 2024 simultaneous Regional Head Election, Bawaslu of Ende Regency carried out its duties by supervising all election stages, from voter registration, candidacy, campaigns, the silent period, voting, vote counting, and vote recapitulation, to the determination of results. This study aims to assess the effectiveness of the supervision conducted by Bawaslu of Ende Regency in preventing violations during the 2024 Pilkada. The research method used is the socio-legal method, which combines normative and empirical approaches. The research data was obtained from the reports of the Legal, Supervision, Participatory, and Inter-Institutional Relations (HPPH) Division of Bawaslu of Ende Regency, reports on Election Violation Handling (PP) for Pilkada, as well as various supporting sources such as scientific journals, books, and related articles. The results of the study indicate that Bawaslu of Ende Regency has effectively carried out its supervisory role, ensuring that the 2024 Pilkada generally proceeded smoothly and in a conducive manner. However, several challenges were identified, including the limitations of supervisory tools, which were not practical, and difficulties in accessing voter data from the General Elections Commission (KPU).
