Abstract

In recent years, Indonesia’s socio-political dynamics have shown a significant increase in public participation, particularly among younger generations, in monitoring and criticizing the performance of state institutions. This phenomenon is reflected in the emergence of the 17+8 Movement, a collective movement that consolidates public demands addressing structural problems in state governance, especially toward the House of Representatives (DPR) as the people’s representative institution. The movement consists of seventeen short-term demands and eight long-term demands formulated through the aggregation of aspirations from various social groups, including students, activists, academics, workers, and creative communities. This study aims to analyze the 17+8 demands as an indicator of the relationship between society and the DPR, while also assessing the extent to which the DPR’s response reflects the implementation of representative, transparent, and accountable democratic principles. This research employs a normative juridical method with conceptual and analytical approaches to constitutional law and substantive democracy. The findings indicate that the limited realization of the 17+8 demands illustrates a gap between the ideal concept of representative democracy and its practical implementation, as well as signaling a crisis of public trust in the legislative institution. This study is expected to contribute academically to the understanding of public aspiration mechanisms and to encourage a more responsive and people-oriented role of the DPR within a democratic constitutional state.
