PERENCANAAN SISTEM MANAJEMEN KESELAMATAN DAN KESEHATAN KERJA (SMK3) PADA PEMBANGUNAN GEDUNG SENTRAL TUNJUNGAN HERITAGE SURABAYA DENGAN METODE HAZARD IDENTIFICATION, RISK ASSESSMENT AND RISK CONTROL (HIRARC)

The construction project of the Sentral Tunjungan Heritage Building in Surabaya, covering a total floor area of ±5,800 m² consisting of 4 floors and a rooftop area, is a high-rise building development that possesses significant workplace hazard potentials and high accident risks, particularly in the upper structural works. This study aims to design a comprehensive Occupational Safety and Health Management System (OHSMS) planning document using the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method. Hazard identification was conducted through field observations and semi-structured interviews with project practitioners. The risk levels were evaluated using the AS/NZS 4360:2004 qualitative standard risk matrix based on likelihood and severity parameters. The analysis scope focused on five main components of structural work: columns, beams, floor slabs, staircases, and lightweight brick walls. The results identified various mechanical, physical, electrical, and ergonomic hazards. Risk control strategies were formulated based on the hierarchy of controls, including engineering controls, administrative controls (such as OHS scheduling and safety signages), and Personal Protective Equipment (PPE). Furthermore, this study establishes an explicit procedure for risk-based safety training needs identification to enhance workers' competencies. The implementation of this structured OHSMS planning is expected to minimize workplace incidents and establish a safe, productive, and efficient construction environment.
