IMPLIKASI PENDIDIKAN ISLAM MENURUT SKB 3 MENTERI DALAM MENUMBUHKAN KARAKTER MODERAT

The Joint Decree (SKB) Policy of 3 Ministers in 1975 involving the ministers of religion, education and home affairs has become the basis for structural reform of madrasahs by including curricula for religious and general education. The purpose of this study is to analyze the implications of the SKB 3 ministers policy on Islamic education in relation to the growth of students' moderate character by integrating the values of tolerance, anti-toxicity and nationality. The research method uses a descriptive qualitative approach for the type of library research. Data collection techniques include analysis of ministerial documents of the SKB 3 ministers, education archives, and literature related to religious moderation. Data analysis was carried out by triangulation of sources and critical discourse analysis to determine the effectiveness of guidelines on Islamic education practices. The research findings indicate that the SKB 3 Ministers has implications for: (1) strengthening madrasah facilities as an integral part of the national education system, (2) integrating religious moderation values into Islamic education curricula, and (3) increasing the recognition of madrasah diplomas for educational equality. The challenges of implementation lie in the resistance of conservative groups and inconsistencies in policies at the regional level. The conclusion of this study confirms that the Ministerial Decree 3 not only reforms the administrative aspect, but also becomes a strategic tool to build moderate character based on local wisdom and nationalism
